  • Description Number of net increases in dwelling stock over one year. The net increase in dwelling stock over one year is calculated as the sum of new build completions, minus demolitions, plus any gains or losses at the same address.

The working age population is defined as the sum of females aged 16-59 plus males aged 16-64. Data are presented as a rolling average of 4 quarters to account for seasonal variation.

Worst performing neighbourhoods are defined as Lower Super Output Areas (LSOAs) with an out of work claim rate of 25% or more based on a 4 quarter average between May 2006 and February 2007. LSOAs are statistical areas smaller than wards. An average LSOA contains around 1,500 people. The working age population is defined as the sum of females aged 16-59 plus males aged 16-64. This indicator gives the mean out of work benefit rate for the aggregate of all the worst performing neighbourhoods in the LAA, not for each individual neighbourhood.

All local planning authorities except county councils should use CLG form PS2 for supplying information on the planning applications determined. A timely manner is defined as within 13 weeks for Major applications and within 8 weeks for Minor and Other applications. Subject to the outcome of the recent consultation paper applications that are part of a Planning Performance Agreement and the timetable agreed with developers is adhered to will be excluded from the calculations.
