Description Percentage reduction of the per capita CO2 emissions in the Local Authority Area: The indicator being assessed will comprise of an annual reduction in CO2 emissions across an agreed set of sectors (housing, road transport and business) measured as a percentage reduction of the per capita CO2 emission from the 2005 baseline year.

Description Fuel poverty is the requirement to spend 10% or more of household income to maintain an adequate level or warmth. The energy efficiency of a house can be measured using the Standard Assessment Procedure (SAP). The procedure calculates a number between 1 and 100, low numbers generally indicates a house that has low levels of insulation and an inefficient heating system where as numbers closer to 100 indicate a very energy efficient house. SAP is the Government's recommended system for energy rating of dwellings. SAP is being used as a proxy for fuel poverty in households of people claiming income based benefits, given the link between income poverty and fuel poverty.

Description Self reported measure of action against climate change. Authorities should report the level they have reached as follows: Level 0: LA has not assessed and managed climate risks and opportunities, or incorporated appropriate action into local authority strategic planning. Level 1: LA has undertaken a comprehensive, local risk-based assessment of current vulnerabilities to weather and climate. Level 2. LA has identified effective adaptation responses to address the risks and opportunities, explicitly related to other council strategies, plans and operations. Level 3. LA has developed an adaptation action plan to deliver steps to achieve the existing objectives, and partnership arrangements in light of projected climate change. Level 4. LA has implemented an adaptation action plan and a process for monitoring and review to ensure progress with each measure.
