The Department for Work and Pensions have published Employment Support Allowance (ESA) benefit claimant records for November 2008 and February 2009 at Local Authority District level. As of 27th of October 2008, Employment Support Allowance replaced Incapacity Benefit as the primary benefit for those who are out of work as a result of poor health and disability. Employment and Support Allowance (ESA) replaces Incapacity Benefit and Income Support on the grounds of incapacity for new claimants only. Incapacity Benefit and Income Support continue in payment for existing customers. People who receive ESA will be assessed and classified as either part of the ‘support group’ for those with the severest disabilities or health conditions and the ‘work group’ for all other claimants.
